Flowarn-WA is a multi-institutional effort headed by Rutgers University and funded by the National Aeronautics and Space Administration (NASA) via its SERVIR: https://www.nasa.gov/servir/about-servir/ program for the period March 2022 through February 2025.
The effort's main goal is to enable reliable machine learning-based flash flood forecasting for the West African region based on satellite observations. We aspire for the envisioned system to significantly advance the institutional capacity of the West Africa (WA) SERVIR Hub and their users to mitigate flash flood risks.
The project is led by Dr. Efthymios Nikolopoulos of Rutgers University and supported by teams at George Mason University, University of Iowa and Florida Institute of Technology as well as by domain expert Dr. Jonathan J. Gourley, a Research Hydrometeorologist with the NOAA/National Severe Storms Laboratory and an Affiliate Associate Professor with the School of Meteorology and Civil Engineering departments at the University of Oklahoma.

Objectives
- To develop a flash flood forecasting system for WA. The objective entails the development and integration of all the elements (data sources, models, methods, outputs) of the envisioned flash flood forecasting system.
- To deploy an application prototype. This objective will transition the developed flash flood forecasting system to the Hub’s planned operational environment and demonstrate a system prototype.
- To build up our WA partners' capacity. Training activities will be organized with the WA Hub and their partners to ensure effective adaptation and utility of the developed technologies and increase resilience to flood-related disasters at the regional level.
